(CNN) -- Passengers from a cruise are upset with their ship's personnel.

They were aboard the Star Princess, which is operated by Carnival, when they spotted this fishing boat.

Three fishermen had been drifting from the Panama coast eventually at sea for 28 days.

Ship passengers say the men could have been saved on March 10th, but their cruise ship ignored the waves for help and kept going.

Jeff Gilligan shot the photos of the fishing vessel and said he told the ship's crew and emailed the coast guard.

"And while we were on the ship, the feeling of powerlessness, because we would have liked to have gone over there and rescued them."

Two of the fishermen died from dehydration.
