St. Peters man accused of exposing self to teen girl

(KMOV) – A St. Peters man was charged with sexual misconduct after he allegedly exposed himself to a teenage girl Tuesday afternoon. 

Kevin Flatley, 49, was charged with second-degree sexual misconduct on Thursday after he was arrested at his him on the 400 block of Quiet Field Drive. 

According to police, Flatley was allegedly sitting naked inside his vehicle parked at the Spencer Creek Library when he started talking to a teenage girl around 3:40 p.m. 

A witness reported seeing the girl, standing outside Flatley's vehicle as he began to touch himself inappropriately. The victim did not get in the vehicle and was seen walking away from the area. 

The victim called police after arriving home a short time later and reported that Flatley reportedly approached her as she was walking. She said he kept asking her if she needed a ride and wanted to know where she was going. 

The victim confirmed Flatley was naked and acting inappropriately.  

Detectives were able to track Flatley's vehicle down by using various police databases and through the use of surveillance footage from the library parking lot. 

Bond for Flatley was set at $20,000 as he is held at the St. Charles County Jail.
