Jose Rios-Salto is charged for beating a man in his car and crashing the vehicle.Officials say just after midnight on October 2, Jose Rios-Salto and Rolando Maldonado, both 28 years old, approached the victim’s vehicle at a gas station in the 8000 block of Collinsville Road. They managed to get into the car and then assaulted the victim.
