According to 2010 census data, Connecticut has the highest per capita income at just over $56,000. Even so, more than 13 percent of mortgages in the state are underwater. Stamford, the city at number seven on this list, saw median home sale prices fall 18 percent year-over-year in February, to $348,500. (CBS News)
