ST. LOUIS (AP) -- President Obama will make a public policy speech on health care reform during an already scheduled visit next week to St. Louis.

The White House announced Wednesday he will address the issue Monday in Philadelphia and March 10 in St. Louis. Details were not released.

The announcement came the same day the president urged Congress to vote "up or down" -- a simple majority, no filibusters allowed -- on sweeping health care legislation in the next few weeks.

Obama will be appearing before at least two groups of people March 10 when he attends a Democratic fundraiser at a St. Louis hotel.

The funds will go to the campaign of Democratic Sen. Claire McCaskill, who is up for election in 2012, and the Democratic Senatorial Campaign Committee.
