SPRINGFIELD, Ill. (AP) -- A committee is sending legislation to the Illinois House floor that would allow people to carry concealed weapons.

The Agriculture and Conservation Committee voted 12-2 Tuesday in favor of letting county sheriffs issue permits to people 21 and over who have gone through training courses.

Rep. Brandon Phelps is the bill's sponsor. The Harrisburg Democrat says Illinois should "get with the times." Illinois is one of just two states that bar legal gun owners from carrying concealed weapons.

Representatives of the city of Chicago oppose the legislation. Two mothers whose children were killed by handguns and a trauma physician testified against it.

Concealed carry got committee approval in 2009 but it was never called for a floor vote.
