SPOKANE, Wash. (AP) -- It may take a village to raise a child -- but it takes a neighborhood to pay their library fines. A civic group in Spokane, Washington, plans a fundraiser to help kids pay off overdue fees. The idea is to get their library cards active again so the kids can borrow books. The Spokesman-Review reports 2,300 library cards are blocked at the East Side Library Branch. A card can't be used if there's more than $10 due. The South Perry Business and Neighborhood Association will raise the book bucks.
