HOUSTON—A Houston Police officer is accused of finding a 19-year-old woman passed out behind the wheel of an SUV before a fatal crash.

Jessica Rodriquez died early Sunday morning after losing control of her car on Bellaire Boulevard.  Just minutes earlier she had apparently been in a parking lot where a wrecker driver said he tried to talk her out of driving.

The wrecker driver said a Houston Police Department officer showed up, but didn’t arrest Rodriquez, instead he left her in the parking lot.

“She couldn’t drive.  Honestly, I saw her.  She couldn’t even speak.  She was so drunk she couldn’t speak,” the unidentified wrecker driver said.

The wrecker driver asked KHOU 11 News to disguise his identity because he has to work closely with police.

HPD said, so far, no one has been suspended in connection with the case. The department confirmed there is an internal affairs investigation, but did not comment beyond that.
