Illinois State Police say Tyler Staral, 19, was struck by Jennifer Williams, 30, on eastbound I-64 at mile marker 14.9 in the far right lane. Staral's 1992 Chevrolet pickup was unoccupied with the hood up on the right shoulder of the highway. Williams told police Staral stepped into the lane she was in and was waving his arms.

Staral was struck by the front end of Williams'  Toyota Corolla on the passenger side. Staral was transported to Memorial Hospital where he was pronounced dead. Williams was not injured.

The accident was reconstructed by the Illinois State Police.
