Man charged with possessing child porn home on bond; neighbors furious

ST. LOUIS COUNTY (KMOV.com) -- Neighbors in a South St. Louis County subdivision are on high alert after a man charged with having child pornography makes bond.  They say he photographed a little girl in their Affton neighborhood.

Now, he’s at home and ordered to stay away from kids and computers.  Police caught him on the internet when he allegedly sent child porn to an undercover cop.

Neighbors say Joe Monti, 59, used his swimming pool to entice neighborhood kids to his home.  They’re outraged that he’s home on bond after police say Monti admitted to owning child pornography.

“That’s actually how the pictures came about is that the kids did kind of collect there at the pool, went swimming,” Tracy Coleman, neighbor, said.  “He encouraged a lot of the girls especially to go swimming, even put them in the pool with little floaties on.”

Court documents state that Monti had dozens of images and videos on his computer of young girls engaged in sex acts.  Police caught him when they say he sent the files to an undercover officer in Kentucky.  Now, police say he faces new charges after neighbors identified a little girl in the photos.

“The photos I’ve seen have been purposely covered to not show the sexual intent,” Coleman said.  “[The victim] was six at the time and is seven or eight now.”

Monti just resigned his post as the National Executive Committeeman for the Missouri Chapter of the Sons of the American Legion.  The Legion had no comment on Monti.  According to the organization’s website, the group is “devoted to Americanism, community service, and youth activities,” among others.

Neighbors say as long as Monti is out of jail, they’ll do all they can to make sure no one else becomes an alleged victim.
