Police: On-duty officer sexually assaults 19-year-old during traffic stop

SAN ANTONIO -- Officer Jackie Neal, 40, was in full uniform, in a marked squad car and on-duty when he made a traffic stop Friday morning and sexually assaulted a 19-year-old woman, according to the San Antonio Police Department.

Police said Neal, an 11-year veteran with SAPD, pulled the victim over on the south side and managed to get the woman to stand behind his squad car. What happened next, San Antonio police Chief William McManus described as "unthinkable."

The victim later contacted police and opened an investigation. 

Neal was taken into custody by SAPD Special Victims' Unit detectives after police officers pulled him over on the south side around 2 a.m. Saturday, according to a statement issued by the department. Neal was arrested on a warrant for sexual assault, a second-degree felony.

"I am angry. I am outraged. It's a punch in the eye to the police department, this kind of conduct," McManus said. "We won't tolerate it for a second. And I think the swiftness of the investigation and the arrest is indicative of that."

The chief said he did not know whether Neal and the victim knew each other prior to the alleged attack.

Officer Neal has been placed on administrative leave with pay, in accordance with department protocol. If indicted, Chief McManus said the pay would cease. 

Neal was released from police custody Saturday at 7:25 a.m., according to the Bexar County Magistrate's website.

Neal works the overnight shift on South Patrol. He was hired in October 2001, according to The Texas Tribune.

Neal was suspended back in September, according to an agenda for the San Antonio Police and Firefighter Civil Service Commission.

KENS 5 requested the internal affairs paperwork regarding that suspension in mid-September. Nearly 80 days later, the city has simply not filled the request.
