BELLEVILLE, Ill. (AP) -- When it comes to determining the order some candidates appear on ballots, a southwestern Illinois county turned to someone more than 16 years away from being old enough to vote.

The Belleville News-Democrat reports that 18-month-old Skylar Barnes proved to be the decider Wednesday. She picked the order of names for eight races in St. Clair County for the March 18 primary elections.

Held aloft by her mother, Caitlyn Barnes, Skylar drew lettered capsules from inside a shallow box in County Clerk Tom Holbrook’s office.

The letter of the capsule—A or B—related to the placement of candidates on the ballot.

The lottery was necessary because the candidates filed their petitions at the same time last month.
