KMOX Radio reports that 21-year-old Kenneth Rodgers is accused of driving a speeding Pontiac that ran a red light, then struck another car and a Metro bus. Two passengers in Rodgers' car died, and a third person was badly hurt in the February accident.
Authorities say lab tests showed that Rodgers had enough marijuana in his system to be legally impaired.
Meanwhile, after his arrest, Rodgers was also charged with second-degree murder, robbery and armed criminal action in connection with a 2011 killing.
Rodgers is jailed and does not have a listed attorney.
