St. Charles man accused of "robbing Peter to pay Paul" in home improvement scam

(KMOV) – Customers say a St. Charles County businessman disappeared after taking their money.

Matt Chapman is the owner of Cabinets and Interior but he said it no longer exists.

Customers like Donn Cahill gave him deposits of $5,000 in December but have yet to see the product.

Lisa Guoy of Clayton is owed $8,000 by Chapman and Michael Stelzer of Creve Coeur is out $6,200 after they hired Chapman for home improvement projects that either went nowhere or lead to something worse.

Turns out they are not alone with the Missouri Attorney General saying “Mr. Chapman seems to be a serial defrauder of consumers in St. Charles County.” He believed this was a pure scam and Chapman is not doing the work promised.

These victims called News 4’s Chris Nagus to investigate this serial defrauder and to help get some of their money refunded.
