Soulard business owner battles city officials over solar panels

SOULARD, Mo. (KMOV) -- A Soulard bar owner is fighting city hall over going green.
    
Robert Hiscox says city officials won't allow him to install solar panels on the roof of the Soulard Bastille on Russell.
      
City officials say the neighborhood's historic district rules do not allow any solar panels that can be seen from the street.  Panels are allowed on flat roofs in Soulard.
    
Hiscox says he has 300 signatures from supporters and will appeal the decision next Monday.
