Police: Local man chokes woman during argument, handcuffs her to steering wheel

(KMOV) – A Foley man faces charges after he allegedly choked a woman during an argument before handcuffing her to the steering wheel of a vehicle outside of his house on Friday.

Tracy Muse, 31, was charged with felony domestic assault and false imprisonment.

According to police, Muse and the victim were driving to his home in the 100 block of Wild Horse Dr. when he got mad and threw her cell phone out the window.

Police said Muse grabbed the victim by the throat and slammed her head into the center console while the vehicle was still moving.

Authorities said when they arrived to Muse’s home he handcuffed her to the steering wheel. He then removed the starter fuse and keys to prevent it from moving.

 

A witness called 911 and Muse fled the scene in a separate vehicle. He was later arrested in Troy and moved to the Lincoln County Jail on a $25,000 cash-only bond.
