NORMANDY, Mo. (KMOV) - Normandy’s police chief wants to create a place for troubled teens to go in order to get back on track.

Chief Frank Mininni says adolescent boys are committing many of the nuisance and property crimes in Normandy. He wants to create a “Junior Police Academy,” where the juveniles would visit with officers at least once a week.

The chief proposes the academy remain open during the summer when school is out and crime is at its peak.
