BELLEVILLE, Ill. (AP) -- An attorney for the family of two sisters killed in a wreck blamed on a speeding Illinois State Police trooper says justice should bring a judgment of at least $46 million against the state.

Tom Keefe made that request Monday during an Illinois Court of Claims hearing in Belleville. He says former trooper Matt Mitchell disgraced his profession and the patrol when he caused the 2007 wreck while driving 126 mph and texting on his cell phone.

Attorneys representing the state urged the hearing officer to stick with precedent and insisted there was a $2 million cap.

Mitchell pleaded guilty last month to reckless homicide and aggravated reckless driving and was sentenced to probation. He says he only pleaded guilty to those charges because he thought he couldn't get a fair trial.
