(KMOV) -- Instead of laying off 40 percent of its police officers and half of its firefighters, East St. Louis has found a way to keep everyone on board.
Tuesday night, East. St. Louis City Council voted for a 20.25 percent paycut for everyone. This is an effort to save money so that the city can avoid laying off any officers or firefighters.
