(KMOV) – A plan to bring more than $22 million in federal funding to the University City Loop trolley project is at risk of being derailed.

According to the St. Louis Post-Dispatch, trolley planners face a mid-October deadline to produce final plans for a streetcar line between the University City library and Missouri History Museum.

In April, federal officials said the Loop Trolley Transportation Development District did not possess the technical capacity to manage the construction.

Since then the district brought on the Metro Transit Agency’s Chris Poehler, who said his to-do-list before the deadline includes finishing plans and proving the district has a good handle on the project.

Officials are confident they can meet the October deadline, but there are serious questions as to whether the streetcar line can be built within the $43 million budget.

The Federal Transit Administration said in a letter to the district overseeing the line's construction and to regional planners that the agencies in charge had made "insufficient progress." The May 31 letter also warned that the federal grant was in jeopardy.
