Union, City Hall spar over new police headquarters contracts

(KMOV.com) -- Frank Jacobs, business manager of IBEW Local 4, is a fourth generation union man.

He wants union electricians working on the new police headquarters on Olive Street.

But instead, the job went to non-union workers, and a company owned by Thomas Ruzicka. Ruzicka has been convicted of embezzling money from his past companies.

The IBEW is blaming Mayor Francis Slay, and they want him to take Ruzicka off the job.

In the latest, and biggest, volley in the fight over work contracts for the new building, the union bought a billboard ad along I-64 accusing the city of using a convicted felon to work on the police headquarters.

We wanted to know what City Hall has to say about it.
