(KMOV) -- The Internal Revenue Service is straining to police tax returns due to budget cuts and new responsibilities.

Fewer agents are auditing returns this year and the budget is down one billion dollars as the agency is preparing to enforce the President Obama's health law.

The IRS also says if someone is owed a tax refund and doesn’t file by Tuesday, they won’t get penalized. But those who owe money will be fined for filing late.

The IRS is anxious to collect payments from those who owe, but it is less concerned about issuing unclaimed refunds.
