St. Louis-area man out on parole accused of abusing infant

 (KMOV) -- An emergency room doctor alerted authorities to a case of child abuse involving a four-month-old infant.

According to authorities, James William Ruth was charged with abuse or neglect of a child. Owensville Police say they wanted that charge after hearing the injuries a 4-month-old child sustained; including bruises around both eyes, bruises on the forehead and face.

In a document obtained by News 4, police say it was an emergency room doctor at Mercy Hospital that alerted them to the child that may be a victim of shaken baby syndrome.

Authorities say the child was in the care of Ruth on March 27, one year after being sentenced to seven years in prison. But Ruth only served three months in prison and was on parole.

It all stemmed from a guilty plea to involuntary manslaughter in 2005 shooting when Ruth was 16.

He received a seven year sentence but was paroled four years later.

Ruth is behind bars in Crawford County. The child’s injuries are not considered life-threatening.
