Couple charged in death of disabled St. Clair County man

(KMOV.com) - A Metro East couple is charged with felony neglect after a family member with disabilities they were caring for was found dead in their home.

Police said Richard and Elizabeth Young were arrested without incident Monday morning at their house on Patricia Lane in Belleville.  The Young’s were living with Billy Ray Young, another adult male, and their two young girls.  A 911 call to the home on March 11 lead authorities to learn that Billy Ray Young, 52, was dead. 

“Clearly he was malnourished, and not properly cared for,” said Detective Sergeant Mark Haffernan of the Belleville Police Department.

Police said Billy Ray Young was Richard Young’s brother and the couple should be held accountable for neglect.  The Young’s were arraigned Monday afternoon by a judge in St. Clair County, charged with Felony Criminal Neglect of a Person with a Disability.

“It's just heartbreaking,” said neighbor Katie Donohue.  “I can't imagine letting that happen to someone living in your home.”

Donohue lives a few houses down from the Young’s and said she didn’t realize Billy Ray was living there.

Authorities waited until the Young’s children were at school Monday to make the arrests. Police said the Illinois Department Children and Family Services is working to find the girls a new home.

“It's so sad to see especially with these two small kids,” Donohue said.

Police said the other adult male at the home was presumably being cared for the by the Young’s.  A new home is being found for him too.
