ST. LOUIS (KMOV) – A north St. Louis woman says one man is to blame for ruining her mission to provide housing for U.S. veterans.

Valeria Flowers owns a property that she hopes will soon provide housing for homeless veterans. However, there is work that must be done to the property first.

Flowers says her vision for bettering the community is blurred with frustration because of Lloyd Taylor, the contractor she hired to fix some bricks.

“He never did anything, he gave me a bid of $7,500, he has been paid $5,600 and still nothing has been done,” said Fowler.

She tried turning Taylor in to the Better Business Bureau. But he told the BBB she hadn't paid him yet, though receipts Valeria kept suggested otherwise.

After Taylor said he planned on starting the job, the BBB closed the case.

“He’s just had a million excuses,” said Fowlers.

News 4 tracked Taylor to a property listed as his home, but he was nowhere to be found.

“It hurts my feelings that someone would take advantage and not do their job,” said Fowler.

Weeks have passed since Fowler first showed News 4 the problems with her property. Since then, more bricks have fallen. The scaffolding is still at the property, but Taylor hasn’t done the work he promised the BBB he would.

The BBB said it has since reopened the case against Taylor. News 4 will be sure to keep you updated on any new developments.
