(KMOV.com) – Monday night police are still looking for the shooter who killed a man in north St. Louis County.

The death of 25-year-old O’Neal Stafford happened in an area without street lights.

Stafford was found dead laying in the street on Winkler just off Chambers around 3 a.m. Sunday.

Residents told News 4 the lack of lighting in that area is contributing to an increase in crime.

Officials say the issue comes down to the fact that county officials have said if residents want street lights, they have to pay for them.

Now, some residents to know why it is their responsibility to keep the community safe as well as where the money they already pay for taxes is going.
