(KMOV.com) — A senate hearing into the Target security breach also revealed how big of a problem data breaches are in the Illinois.

State Attorney General Lisa Madigan says an epidemic of data breaches are causing billions of dollars in damage to the nation’s economy.

She says technology exists to prevent breaches, but retailers don’t use it.

Her office’s ID Theft Unit has received more than 40,000 requests for help.

Madigan wants congress to pass a security breach law and asked the government to investigate data breaches.

“Frankly it is negligent that the United States is behind the rest of the world when it comes to the security of our payment networks and it is the main reason the us consumers information is targeted by criminals,” she said.

Target’s CFO testified the company was unaware its network had been hacked until a Justice Department notification on December 12th.
