(KMOV.com) -- Some scary moments caused by creepy characters and angry taxpayers has Jefferson County upgrading security at its government building.

Frank Fuchs was convicted of invasion of privacy after he installed hidden camera in the women’s restroom of a High Ridge grocery store in July, 2012.

He’s now accused of trying to do the same thing in a women’s restroom at the government building.

News 4’s Russell Kinsaul went to Hillsboro to find out what changes they’re now implementing to protect employees and visitors.
