Granite City man charged with fourth DUI

(KMOV) – A 33-year-old Granite City man with three previous driving under the influence convictions is accused of driving drunk on a revoked license on Tuesday.

Gary Phelps was charged with felony aggravated driving while under the influence. He was also charged with obstructing a peace officer for allegedly lying to officers.
 
According to deputies, Phelps was driving near the intersection of W. Chain of Rocks Rd. and Maryville Rd. near 8:23 p.m. when he lost control of his vehicle and struck a utility pole.
 
Deputies responded to the scene and said Phelps appeared to be intoxicated, but he refused to submit to a breathalyzer.
 
Phelps denied being the driver, but deputies say evidence at the scene proved he was. He was transported to the Madison County Jail, where he remains on a $100,000 bond.
 
Authorities say Phelps was charged with a felony because it’s his fourth DUI offense.
