Ex-cops plead guilty to heroin theft from courier

 ST. LOUIS (AP) -- Two ex-police officers in a small suburban St. Louis department have pleaded guilty to federal charges of stealing heroin from a drug courier on behalf of a rival dealer.

 
   Twenty-nine-year-old Raymond Stephens was charged with robbing the courier of four ounces of heroin while on duty for the city of Hillsdale in March. Federal prosecutors say he then received $900 in exchange for the drugs  and provided $200 to his supervisor, 41-year-old Lieutenant Parrish Swanson.
 
   The two men pleaded guilty to one felony count each of conspiracy to distribute heroin and attempting to distribute heroin. Sentencing is scheduled in October.
 
   Hillsdale is in north St. Louis County and has about 1,400 residents.  A city spokeswoman says Stephens and Swanson no longer work for Hillsdale.
