But before they destroyed it, they drove through a red light equipped with a camera. Jenkins got a video clip of her old car and a $100 red light camera tickets from the City of St. Louis.

“I was very upset. I have a good driving record and I was worried this was going to be points on my driver's license,” Jenkins said.

Jenkins was hoping that the camera captured a photograph of the driver who stole her car, but unlike Bridgeton, Mo., a city that uses such technology, St. Louis and most other local cities don't bother to photograph the driver.

“There's no picture. I called the customer service representative and she said the burden of proof is on you,” Jenkins said.

Jenkins husband, Dan, wasn't just upset they'd have to fight the ticket. He's convinced most cities are using the cameras to generate revenue.

“Why go to the city and be exploited? I've got better things to do with my money,” he said.

Ed Rhode, a spokesman for St. Louis Mayor Francis Slay said the city will waive any red light camera tickets for the driver whose vehicle was stolen.

He said motorists should go to traffic court with proof that the vehicle was stolen to have the ticket dismissed.

“Our whole things is we didn't want to go to court for something we didn't do,” Dan said.
