Blagojevich OKs fund access but not cuts restoration

SPRINGFIELD, Ill. (AP) -- Governor Rod Blagojevich has signed legislation to give the state access to $231 million that lawmakers hope would prevent layoffs and state site closures.
But the Democratic governor hasn't taken action on a companion bill to actually restore the budget cuts.
Blagojevich spokeswoman Kelley Quinn says the administration still isn't sure all of the money can be taken from the special state funds, so it's too soon to know how much will be available to restore cuts.
Blagojevich lopped $1.4 billion from the budget lawmakers sent him in July, saying it was out of balance. He said that forced him to cut 325 jobs and close state parks and historic sites.
