CARLINVILLE - A Macoupin County mental health center that serves seven counties is struggling to stay open, and a lack of state payments is to blame.

"We are open, but going day by day, struggling due to the state's slowness in paying our contract grant amounts," Doug Kilberg, executive director of the Locust Street Resource Center in Carlinville, said Friday.

The Locust Street Resource Center, formerly the Macoupin County Mental Health Center, serves a seven-county area, providing mental health, counseling and psychiatric services, as well as elder abuse services for senior citizens.
