Police seize 115 dogs from local kennel

(KMOV)- News 4 heard details of a disturbing discovery in a local animal kennel.
More than 100 pure-bred dogs found in horrendous conditions that one police officer said were not fit for either people or animals.
Dogs were found at a licensed kennel and nearby home in Fieldon, Illinois in Jersey County.
Animal authorities said they got a tip and first went into the kennel Monday and removed 40 dogs.

Another 75 were taken on Wednesday.
The animals are now receiving care.
The owners, John Payne and Marsha Payne-Snyder could spend up to a year behind bars if convicted on all charges.
Investigators said they also found some dead puppies.
