LOS ANGELES (AP) -- Justin Bieber claims he was trying to outrun the paparazzi when he was ticketed for speeding in Los Angeles late Friday morning. Bieber was cited for driving in excess of 65 miles per hour. Police are investigating another driver. Los Angeles City Councilman Dennis Zine, who's a former police officer, was an eyewitness. Zine says Bieber's distinctive chrome Fisker Karma zoomed up behind him and weaved wildly through traffic with five or six cars in pursuit. He says the other cars tried to keep up by driving on the shoulder and cutting off other cars. Zine says he's surprised no one crashed and he believes Bieber and the other cars broke the law.
