New ordinance goes into effect to restrict sales of copper

(KMOV) -- Illegal metal thefts topped $4 Million in the city of St. Louis last year.
A new ordinance just went into effect that restricts the buying and selling of scrap copper, air conditioner parts and catalytic converters. Scrap metal yards must now track all sales and sellers and pay by check. Police hope that stops drug addicts from stealing copper to sell for quick cash.
